First, confirm what "new" means
In import markets "new" often means newly imported / low-mileage, not zero-mile off a dealer lot. "Used" is defined by the TITLE, not by mileage or age: once a state issues a title, the car is used and exportable. Have Anna ask her brother directly which he means — a 2–3 year old clean car is a business; a zero-mile luxury car for export is the one to walk away from.
The U.S. Edge
